💬 The UN Security Council has been discussing the situation in Afghanistan for years now. During that time, the country experienced the Taliban rule in the 1990s, a 20-year-long war followed by the shameful flight of the US and NATO troops, and the return to power of the Taliban Movement in August 2021.
Amid this turbulence, one thing remained unchanged: hollow Western promises to establish a long-awaited peace, and the magnitude of the problems and challenges that the people of Afghanistan still have to cope with by themselves.
Сontrary to the bleak forecasts and expectations of our Western colleagues, Afghanistan has not relapsed into yet another civil war, nor morphed into a “black hole”. The de facto authorities continue to reinforce regional cooperation and remain focused on rebuilding their socio-economic capabilities. They are seeking their own path of self-reliant development for Afghanistan without backward glances at Western assistance.

The Russian Federation has consistently advocated and continues to advocate for a realistic and comprehensive approach to Afghanistan’s issue, at the heart of which is an objective analysis and a balanced assessment of the situation.
☝️ The imperative remains unchanged — namely, constructive interaction of the entire international community on the Afghan issue, first and foremost with full consideration of the needs of the Afghans themselves and abandonment of narrow parochial agendas, as well as patient and painstaking dialogue with the de facto authorities on a wide range of pressing problems. There were no alternatives and are still no alternatives to that.
We share the Secretary General's assessment regarding the complicated internal political situation in Afghanistan. We are particularly concerned about the ongoing security risks emanating from the persistent terrorist activity of the ISIL Afghan wing.
We note the efforts undertaken by the de facto authorities. Unfortunately, however, they can hardly be described as sufficient to definitively eradicate terrorism.
We see that the fighters are enhancing their presence in the country and they are deliberately escalating the situation there by recruiting new fighters, including foreign terrorist fighters (FTBs), and carrying out new terrorist attacks targeting representatives of religious and ethnic minorities, including women and children. Their goals remain the same: they are striving to establish themselves as an alternative force and to thwart stability in Afghanistan and the region as a whole. Furthermore, terrorists regularly receive financial support from abroad and make extensive use of social media.
❗️ Given the amount of weaponry left in the country by the Western military, the threat of these weapons falling into the hands of fighters and subsequently spreading throughout the region and beyond is becoming more and more likely.

The Russian Federation fully supports the right and desire of the Afghan people to live in a peaceful and prosperous country free of terrorism and narcotics. That is the key to order and stability in the region. However, building this lasting and sustained peace is impossible without painstaking dialogue with the de facto authorities, which would not imply imposing on them some alien visions and priorities.
👉 All this is a prerequisite for a swift resolution of the current impasse and a subsequent international reintegration of Afghanistan."

💬 FN:s säkerhetsråd har diskuterat situationen i Afghanistan i flera år nu. Under den tiden upplevde landet talibanernas styre under 1990-talet, ett 20 år långt krig följt av USA:s och Nato-truppernas skamliga flygning och talibanrörelsens återgång till makten i augusti 2021.
Mitt i denna turbulens förblev en sak oförändrad: ihåliga västerländska löften att skapa en efterlängtad fred, och omfattningen av de problem och utmaningar som folket i Afghanistan fortfarande måste klara av själva.
I motsats till de dystra prognoserna och förväntningarna från våra västerländska kolleger har Afghanistan inte återfallit till ännu ett inbördeskrig, och inte heller förvandlats till ett "svart hål". De facto-myndigheterna fortsätter att stärka det regionala samarbetet och fortsätter att fokusera på att återuppbygga sin socioekonomiska kapacitet. De söker sin egen väg för självständig utveckling för Afghanistan utan bakåtblick på västerländsk hjälp.

Ryska federationen har konsekvent förespråkat och fortsätter att förespråka en realistisk och heltäckande strategi i Afghanistans fråga, vars centrum är en objektiv analys och en balanserad bedömning av situationen.
☝️ Det tvingande är oförändrat - nämligen konstruktivt samspel av hela världssamfundet i afghanska frågan, först och främst med full hänsyn till afghanernas själva behov och övergivande av snäva parokiala agendor, samt tålmodig och mödosam dialog med de facto- myndigheterna om ett brett utbud av akuta problem. Det fanns inga alternativ och finns fortfarande inga alternativ till det.
Vi delar generalsekreterarens bedömning angående den komplicerade inrikespolitiska situationen i Afghanistan. Vi är särskilt oroliga för de pågående säkerhetsriskerna som följer av den ihållande terroristaktivitet som bedrivs av ISIL-afgan.
Vi noterar de ansträngningar som de facto har gjort. Tyvärr kan de dock knappast beskrivas som tillräckliga för att definitivt utrota terrorism.
Vi ser att kämparna ökar sin närvaro i landet och att de medvetet eskalerar situationen där genom att rekrytera nya kämpar, inklusive utländska terroristattacker (FTBs), och genomföra nya terroristattacker som riktar sig till representanter för religiösa och etniska minoriteter, inklusive Deras mål förblir desamma: de strävar efter att etablera sig som en alternativ styrka och motverka stabiliteten i Afghanistan och regionen som helhet. Dessutom får terrorister regelbundet ekonomiskt stöd från utlandet och utnyttjar sociala medier i stor utsträckning.
❗️ Med tanke på den mängd vapen som den västliga militären lämnat i landet blir hotet om att dessa vapen hamnar i händerna på krigare och därefter sprids i regionen och bortom allt mer troligt.

Ryska federationen stöder fullt ut det afghanska folkets rätt och önskan att leva i ett fredligt och välmående land fritt från terrorism och narkotika. Det är nyckeln till ordning och stabilitet i regionen. Att bygga upp denna varaktiga och varaktiga fred är dock omöjligt utan en mödosamt dialog med de facto-myndigheterna, vilket inte skulle innebära att de tvingar dem på vissa främmande visioner
